Appellant Rosaura Gonzalez-Rucci brought this action, pursuant to the Federal Tort Claims Act (“FTCA”) and the Bivens doctrine, see Bivens v. Six Unknown Named Agents of Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), against the United States, the Immigration and Naturalization Service (“INS”), 1 and a number of immigration officers.
