MEMORANDUM OPINION AND ORDER

JOINER, District Judge.

Plaintiffs, Kenneth and Carmen Kistner, are Michigan citizens and resident property owners in the city of Southfield, Oakland County. The defendants are the governor, state treasurer, chairman of the State Tax Commission, and various public officials of Oakland County and the city of Southfield. The complaint charges that defendants breached their statutory duties under state law and violated the plaintiffs’ rights under the Due Process and Equal Protection clauses of the Fourteenth Amendment by permitting the levying of ad valorem property…
