Plaintiff, Patricia Weeks, filed a complaint for declaratory judgment requesting that a provision of the Charter of the City of Detroit be declared unenforceable on constitutional and equitable grounds. Plaintiff also filed a motion for summary disposition pursuant to MCR 2.116(C)(9) and (10).
