This is an appeal from an order granting a motion to dismiss entered in the Circuit Court for Baltimore County (Kahl, J.) in favor of the Mayor and City Council of Baltimore and Edward V. Woods, Commissioner of Police (collectively, “appellees”) and against Kevin Briscoe (“appellant”).
