The appellants are Stuart O. Simms, who was at the time of the alleged acts that form the basis for the complaint in this case the State’s Attorney for Baltimore City, and Haven Kodeck, who was at the same time an Assistant State’s Attorney for Baltimore City. Both appellants were sued, along with the Mayor of Baltimore City, Kurt L. Schmoke, and the then Police Commissioner of Baltimore City, Edward V.
