GILMAN, Circuit Judge.
William Mallory and eleven other plaintiffs, representing a class comprised of the voting-age population of African-Americans entitled to vote in judicial elections in eight of Ohio’s largest counties (“the class”), sued the state of Ohio for alleged violations of Section 2 of the Voting Rights Act, 42 U.S.C. § 1973. The class alleged that Ohio’s “at-large” election system for judges impermissibly dilutes the voting strength of African-Americans.
