MEMORANDUM OPINION

This case arises out of the tragic and untimely death of pedestrian Theresa V. Whitley (“Whitley” or “the decedent”) in June of 2012, in the District of Columbia. Mrs. Whitley was crossing the intersection of New York and New Jersey Avenues, Northwest, when one or more vehicles struck and killed her. (Am. Compl. (“Compl.”), ECF No. 6, ¶ 9.)
