MEMORANDUM OPINION

COLLEEN KOLLAR-KOTELLY, District Judge.

This is a Title VII employment discrimination case. Plaintiff Edward D. Washington, proceeding pro se, has brought suit against Defendant Elaine L. Chao, in her official capacity as the Secretary of the United States Department of Labor (“DOL”), alleging that the DOL’s Employment and Training Administration discriminated against him on the basis of race by not selecting him for a Contract Specialist position in 2004.
