MEMORANDUM OPINION

JOHN D. BATES, District Judge.

Plaintiff Carmen Talavera brings this action pursuant to Title VII of the Civil Rights Act of 1964 (“Title VII”), 42 U.S.C. § 2000e et seq., against her former employer, the Administrator of the United States Agency for International Development (“USAID” or “agency”). Talavera alleges that USAID discriminated against her on the basis of her gender and retaliated against her for engaging in protected conduct under Title VII.
