MEMORANDUM OPINION
GLADYS KESSLER, District Judge.
Plaintiff, Marine Corps Maj. Jackson L. McGrady, brings this action pursuant to 10 U.S.C. § 628 and the Administrative Procedure Act (“APA”), 5 U.S.C. § 701, et seq., against Defendants, U.S. Department of the Navy and Secretary Donald C. Winter, seeking judicial review of agency decisions relating to Plaintiffs military service record and requests for the convening of a Special Selection Board (“SSB”). 2
