This matter comes before the Court on Plaintiffs’ Motion for Judgment Upon the Agency Record pursuant to USCIT Rule 56.1. This Court has jurisdiction pursuant to 28 U.S.C. § 1581(d) (2000). Plaintiffs challenge the United States Department of Labor’s (“Labor”) determination entitled Notice of Negative Determination On Reconsideration on Remand (“Remand Results”). (Pub.
