Plaintiff-appellant Planned Parenthood of Dutchess-Ulster, Inc. (“plaintiff’ or “Planned Parenthood”) appeals from the sua sponte decision of the United States District Court for the Southern District of New York (Brieant, J.) to abstain from adjudicating its complaint.
