MOLLISON, Judge:
In mid-May 1990, the appellant stole two United States Treasury cheeks from the quarterdeck desk of a submarine off-crew office. The checks were issued by a Navy disbursing officer and were made payable to two former shipmates of the appellant. Subsequently, the appellant forged the signatures of the payees as endorsements to the checks and cashed them at two off-base check-cashing facilities.
