¶1 The Montana Public Employees’ Association (MPEA) filed this action in the Eighteenth Judicial District Court, Gallatin County, seeking a declaratory judgment requiring the City of Bozeman to submit to arbitration. Concluding that the dispute between MPEA and the City is not arbitrable, the District Court entered summary judgment in the City’s favor.
