The questions arising in this case are purely questions of law. The constitution of Wisconsin prohibits-the enacting of any special or private law “incorporating any city, town or village, or to amend the charter thereof 'y (Const, art. IY, sec.’ 31), and further provides that general laws shall be provided for such purpose, and that such general laws shall be “ uniform in their operation throughout the state ” (art. IY, sec. 32).
