The question presented by this record is the constitutionality of an act of the legislature of this State, commonly known as the “Election law, ” approved June 19, 1885, in force July 1, 1885, and entitled “An act regulating the holding of elections, and declaring the result thereof, in cities, villages and incorporated towns in this State.” The law may he found in chapter 46 of the Revised Statutes of 1885, at page 550.
