The state filed a writ of error from a judgment of the Court of Common Pleas in Hartford County dismissing with prejudice the case against the defendant. At the request of both parties, we granted a motion to expedite the hearing.

The essential facts of the case are undisputed: Pursuant to a warrant, issued on the basis of information obtained from two authorized wiretaps, the defendant was arrested and charged with several crimes pertaining to alleged gambling activities.
