The Immigration and Naturalization Service (INS) promulgated a new work schedule whereby its inspectors at the El Paso District Office would be scheduled for rotation between work stations every 1 hour. The reason given for such a change was that the new schedule would improve the efficiency of the operations by better utilization of available manpower. INS employees continued to work at each station for the same total number of hours each day; the only change concerned the amount of time spent at each station prior to rotation.
