The Department of the Navy, Naval Underwater Systems Center (“Navy”), petitions this court to review a decision of the Federal Labor Relations Authority (“FLRA” or “Authority”). The FLRA ordered the Navy to bargain over a proposal the National Association of Government Employees, Local RI-144 (“Union”), made during the course of collective bargaining with the Navy.
