The issue is whether the decision of the Psychology Examining Board to deny Kenneth Davis’s application for a psychology license is based on facts supported by substantial evidence in the record. That issue turns on whether the hearing examiner properly prevented Davis’s expert from testifying that Davis had told the truth during a license revocation proceeding at which he denied having had sexual intimacies with clients.
