¶ 1. Richard Schoen appeals an
order of the circuit court affirming the Board of Fire and Police Commissioners' (the Board) decision to discharge Schoen. The Board first found that Schoen acted with excessive force, in violation of Milwaukee Police Department Rules and Procedures.1 In determining the penalty, the Board, by an oral decision, initially announced a 60-day suspension for the violation.
