The defendant, Germano Kimbro, was arrested without a warrant on Novem*220ber 8, 1982, for the crime of possessing a narcotic substance, i.e., cocaine, in violation of General Statutes § 19-481 (a). He filed a motion to suppress1 and a motion to dismiss,2 claiming in each that his rights were violated under both the United States and the Connecticut constitutions.
