The Philadelphia Housing Authority is a corporation existing pursuant to the Act of May 28, 1937, P. L. 955, 35 PS (Supp.) 1541, known as The Housing Authorities Law. Section 5 (b) provides that there shall be five members and “. . . in cities of the first class, the mayor shall appoint two members, the city controller shall appoint two members, and the four members, thus appointed, shall select a fifth member of such Authority.” Member is defined as “One of the members of an Authority appointed in accordance with the provisions of this act.” Section 3 (1), P.
