OPINION
MOON, District Judge.
I. INTRODUCTION
On Tuesday, September 25, 2001 at 11:00 am, this Court convened an emergency ex parte hearing to consider two Petitions filed pursuant to the Convention on the Civil Aspects of International Child Abduction (“Convention,” “Hague Conven tion,” or “Treaty”), T.I.A.S. No. 11670, 1988 WL 411501 (Treaty), and the International Child Abduction Remedies Act (“ICARA”), 42 U.S.C. § 11601, et seq. (West 2001).
