This cause is before the Court on Plaintiff Randy L. Lathrop’s Motion for Preliminary Injunction (Doc. No. 66) filed in Case No. 88-37 (in rem action). The United States has filed an Amicus Curiae Response in Opposition to Plaintiffs Motion for Preliminary Injunction (Doc. No. 81, filed on April 6, 1992).
