The case before us involves threshold questions of jurisdiction and the waiver of jurisdictional defenses. We are also called upon to consider another State’s sovereign immunity statute and the issues that it presents in the realms of the Full *255Faith and Credit Clause of the United States Constitution and interstate comity.
