FACTS AND PROCEEDINGS BELOW United Offshore Company sued Southern Deepwater Pipeline Company in state court to enjoin an arbitration proceeding commenced by Southern Deepwater. Southern Deepwater removed the suit claiming jurisdiction under the Outer Continental Shelf Lands Act, 43 U.S.C. § 1349(b)(1), and 28 U.S.C. § 1331.
