Alex Montez appeals from a final order entered in the United States District Court 2 for the Eastern District of Arkansas, denying his petition to vacate an arbitration award, pursuant to 9 U.S.C. § 10(a)(2). Montez v. Prudential Securities, Inc., No. 4:97MC0022GH (E.D.Ark. Nov. 6, 2000) (memorandum and order) (hereinafter “slip op.”).
