I. INTRODUCTION
Plaintiff BEG Investments, LLC, formerly operated the Twelve Restaurant and Lounge in Washington, D.C. In June 2011, following reports of multiple violent incidents at the restaurant, the District of Columbia Alcoholic Beverage Control Board (“the Board”), of which the Defendants are members,1 renewed BEG’s alco-*19hoi license.
