In 1922 the board of trustees of the village -of Scarsdale, after careful study, adopted a Building Zone Ordinance. The primary purpose was to preserve in the main the purely residential character of this village. There were in the village no industrial plants, one hotel, some business establishments and a few multiple houses or apartments, all of which, through the process of natural selection of sites, were in the vicinity of the Scarsdale and Heathcote railroad stations.
