FLAUM, Circuit Judge.
The petitioners in this consolidated appeal challenge the decision of the Board of Immigration Appeals to take notice of changed political circumstances and the resulting decrease in likelihood of persecution in their native country in the course of ruling on their applications for political asylum and withholding of deportation. We hold below that the Board may properly take official notice of such facts, but that asylum petitioners are entitled to an opportunity to respond.
