MEMORANDUM OPINION 1
I. INTRODUCTION
Petitioner’s Petition for Review of [the Administrative] Denial of Application for Naturalization (the “Petition”) was filed on July 10, 2009. (Doc. No. 1.)
On September 15, 2009, the Respondents filed a Motion to Dismiss for Lack of Jurisdiction Pursuant to Federal Rules of Civil Procedure 12(b)(1) and 12(b)(6) (the “Motion” or “Opening Brief’). (Doc.
