This appeal was filed by Richard J. Eb-binghouse, former attorney for the Panola Land Buying Association, a mutual self-help non-profit housing corporation, (Pano-la),1 from the district court’s denial of Eb-binghouse’s Rule 24(a)(2), Fed.R.Civ.P. motion to intervene as a party in the case. Accompanying the motion to intervene was Ebbinghouse’s “Petition For Attorney’s Fees,” which we construe to be the pleading (complaint) required by Rule 24(c), Fed. R.Civ.P.
