Plaintiff Feliberto Rivera, Jr. brings this prisoner civil rights action pursuant to 42 U.S.C. §§ 1983, 1985, and 1986, alleging that various officials and employees of the New York State Department of Correctional Services (“DOCS”), as well as the St. Francis Medical Center, violated his rights under the First, Fourth, Fifth, Eighth, and Fourteenth Amendments to the United States Constitution.
