MEMORANDUM AND ORDER
VRATIL, District Judge.
Since 1985, the National Collegiate Athletic Association (“NCAA”) has collected detailed information from NCAA member institutions concerning revenues and expenses of intercollegiate athletic programs. To this end, the NCAA has surveyed its members on a broad array of expense and revenue issues 1 and has published every four years a comprehensive analysis of financial trends and relationships in intercollegiate athletic programs.
