Background

This is a civil action. Plaintiff Securities and Exchange Commission (hereinafter SEC or Commission) alleges by its complaint, filed on November 11, 1971, that forty-four individual and corporate defend ants have violated the securities laws 1 and thus seeks permanent injunctive relief against them to protect the public from future violations. 2 Robert S.
