OPINION
HODGES, Judge.
The Donald C. Cook Nuclear Plant in Bridgman, Michigan contains two pressurized-water nuclear reactors operated by plaintiff Indiana Michigan Power Company. Cook Unit 1 and Cook Unit 2 began operation in 1975 and 1978, respectively. The plant is licensed to operate until December 2017.
Nuclear plants use the heat of uranium fission to produce steam, which powers turbines that generate electricity. Fuel suppliers stack enriched and processed uranium pellets in metal tubes called fuel rods and combine them into squares known as fuel assemblies. A typical reactor core holds…
