Plaintiff Roberta Campos requested assistance from the Family Support Division of the Contra Costa County District Attorney’s Office (FSD) to collect overdue child support. Dissatisfied with the FSD’s response, Campos contacted defendants Eloise Anderson and the California Department of Social Services (Department) to request an administrative hearing. An administrative law judge (ALJ) ruled the Department’s administrative hearing jurisdiction does not extend to review of the FSD.
