I. INTRODUCTION
The Farm Credit System is a national network of federally-chartered farm lending institutions. In December 1985 Congress enacted the Farm Credit Amendments Act of 1985 (“1985 Amendments Act”), Pub.L. No. 99-205, 99 Stat. 1678, in response to a severe financial crisis gripping the Farm Credit System. The 1985 Amendments Act authorizes federal aid to the Farm Credit System, but only if necessary after the stronger Farm Credit Banks have assisted the weaker banks through compulsory, intra-System fund transfers.
