OPINION
ZAPPALA, Justice.
In this appeal, we revisit the issue of the appropriate burden of proof for claimants seeking to have their suspended workers’ compensation benefits reinstated.
On April 15, 1980, Charles Stevens (Appellee) sustained a back injury while working for Consolidation Coal Company. *300Stevens received workers’ compensation benefits at a total disability rate of $242.00 per week. He underwent surgery for his injury, but was unable to return to his pre-injury job in the coal industry.
