Lawrence Anyaso is an African-American officer in the United States Capitol Police (“USCP”). On August 10, 2012, he filed suit against the USCP alleging discrimination on the basis of race in violation of the Congressional Accountability Act (“CAA”), 2 U.S.C. § 1408, et seq., and Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e, et seq.
