Plaintiff Arthur West filed a pro se complaint in January 2014 against the United States Department of Justice and Washington State officials. West claimed the federal government’s alleged involvement in Washington’s legalization of recreational marijuana use violated several provisions of the United States Constitution (including the Fourth, Fifth, Ninth, Tenth, Eleventh, and Fourteenth Amendments, as well as the Supremacy and Guarantee Clauses), the National Environmental Policy Act (“NEPA”), and the Administrative Procedure Act.…
