ROGERS, Circuit Judge:

This case is here for a second time on claims of sentencing error. In United States v. Wolff, 127 F.3d 84 (D.C.Cir.1997) (“Wolff I”) the court remanded for resen-tencing in view of the government’s breaches of the plea agreement. See id. at 86-87. On remand, the district court sentenced Wolff to sixty-four months’ incarceration and three years’ supervised release on each robbery count, the sentences to run concurrently. The district court reimposed a special assessment of $100.00 under 18 U.S.C. § 3013, and again…
