I. INTRODUCTION
Plaintiff Lou Garden Price (“plaintiff’), an inmate at the James T. Vaughn Corree- tional Center, formerly known as the Delaware Correctional Center (“DCC”), filed this civil rights complaint pursuant to 42 U.S.C. § 1983.
