Relator, Edward L. Paczkowskí (hereinafter, for convenience, plaintiff), brought this action seeking the issuance of a writ of mandamus against James B. Conlisk, Jr., superintendent of the Chicago Police Department (hereinafter the Superintendent), the Civil Service Commission of the City of Chicago (hereinafter the Commission), the comptroller of the City of Chicago, and the treasurer of the City of Chicago.
