Drummond v. Rowe

H. H. Rowe and three other duly licensed veterinary surgeons filed a bill in the Circuit Court of the city of Richmond against the five members of the State Board of Veterinary Examiners and U. R. Drummond, a resident of Northampton county. The bill alleges that U. R.
