In this Right-to-Know Law (RTKL)2 case, Paint Township (Township) appeals from the October 21, 2013 order of the Court of Common Pleas of Clarion County (trial court) directing the Township to retrieve data from the then publicly-funded cell phone of Randy Vossburg, the chairman of the Township’s Board of Supervisors (Supervisor Vossburg), and provide the retrieved records to Robert L.
