These are consolidated appeals from two decisions of the Court of Common Pleas of Allegheny County (trial court) reversing final determinations, of the Office of Open Records (OOR) under the Right-to-Know Lqw (RTKL) 1 that had ordered the Municipality of Mt. Lebanon (Municipality) to produce emails concerning private citizen participation in a deer control program adopted by the Municipality.
