Allied Mechanical and Electrical, Inc. and State College Electrical and Mechani-cals, Inc. (hereafter collectively referred to as Allied) 1 petition for review of the decision and order of the Pennsylvania Prevailing Wage Appeals Board (Board), affirming the adjudication and order of the Secretary of the Department of Labor and Industry.
