The Borough of East McKeesport appeals an order of the Court of Common Pleas of Allegheny County (trial court) that affirmed the decision of a Special Civil Service Commission to reinstate Captain Gary Martin to the Borough’s police force. The Special Commission conducted its deliberations on Captain Martin’s appeal of his employment termination in an open and public meeting, but it neglected to give the public a Sunshine Act1 notice of its deliberations.
